Original abstract
Landscape Character Assessment (LCA) is a widespread method used for assessing the character of landscape in England. It has been promoted by the Countryside Agency through their Countryside Character Network (CCN) and through the publication of guidance on who to conduct LCAs. This paper illustrates, through an Actor-Network approach, how actors were defined and enrolled into the CCN, and how both the CCN and the guidance were also transformed through the process. The conclusion of the paper is that although ANT helps providing a framework for exploring the ways in which actors gain power, it also oversimplifies the picture by not being able to account for the way in which the different actors can act as "obligatory passage points" at various stages of translation.
