The SInPa project: a Shared Information System for Forest Management at Regional Level

Le projet SInPa a été initié en janvier 2003 par le GIP Ecofor à la suite d'une pré-analyse concernant l'utilisation des systèmes d'informations géographiques et le partage de données dans le milieu forestier. Celle-ci a mis en évidence les difficultés que rencontrent les forestiers pour mettre en œuvre un échange d'informations multipartenarial. L'objectif du projet SInPa était donc la production d'un outil sous licence libre, facilitant la mise en partage de données et l'accès à l'information géographique. L'IFN a pris en charge la partie technique du projet, à savoir l'élaboration d'une méthode et d'un outil pour faciliter la mise en commun des données de travail entre les acteurs forestiers, dans trois régions pilotes (Bretagne, Lorraine et Rhône-Alpes). Grâce à un serveur de métadonnées, chaque partenaire a pu dans un premier temps organiser et décrire ses données partageables. En parallèle, une plate-forme d'échange, sous la forme d'un serveur cartographique, a été développée. Celle-ci, couplée au serveur de métadonnées, permet dès lors à chacun d'identifier, de visualiser et de télécharger un grand nombre d'informations. La réussite du projet et la mise en place du prototype étaient étroitement liées à la définition d'un cadre juridique précis et accepté par tous les partenaires pour les échanges d'information : les acteurs de la région Lorraine ont passé le pas, au moyen d'une convention d'échange mutuel. Following a first investigation on the use of GIS and shared information in forestry at local levels, a project was launched in 2003. Its aims consisted in building shared information systems for the forest management. For it appeared that the foresters and public institutions have various difficulties in sharing the information, due to both administrative and technical reasons. The aim was to propose methodological and technical solutions for making easier the access to shared spatial information at a local level. The French National Forest Inventory was in charge of this technical part. A prototype system was experimented in partnership with pilot users in three regions: Bretagne, Lorraine, Rhône-Alpes. The contractual aspects of sharing the information on the net were of first importance: they were successfully settled in Lorraine. So that a final product was experimented : it interfaces a metadata server with a map server. These tools are easy to use and under free licence.
