De la connaissance des paysages à l'action paysagère

Aucun pays européen n`échappe aujourd`hui à la montée de l`intérêt pour la question des paysages. L`élaboration de la Convention Européenne du Paysage par le Conseil de l`Europe en est l`un des témoignages puisque plus de 25 pays l`ont signée depuis l`adoption du texte en octobre 2000 à Florence avant ratification par les parlements des États. Cet intérêt se manifeste cependant davantage dans le domaine de l`action politique que dans la recherche. Il se concrétise par de nombreuses actions à caractère de protection ou sous-tend parfois des mesures d`amélioration du cadre de vie des populations. Il est également au fondement de slogans politiques en faveur des identités nationales et régionales, particulièrement dans une période où les tensions à dimension ethnique ont été avivées par les processus de recomposition politique à diverses échelles. Les dynamiques de l`agriculture qui bouleversent parfois les paysages par déprise agricole ou modernisation des structures et celles des diverses formes de l`habitat motivent très souvent des prises de position politiques en faveur d`une action centrée sur les paysages. On ne compte plus les associations qui militent pour les paysages sous des motifs très variés. Il serait d`ailleurs intéressant de dresser un état des lieux de ces organisations et d`analyser leurs liens avec le monde politique, les idéologies qui les animent et les objectifs qu`elles s`assignent. Dans les réunions internationales et en particulier lors de l`élaboration de la Convention Européenne du Paysage, ces organisations non gouvernementales ont été souvent présentes, révélant des motivations très diverses et des moyens de communication ou d`action également extrêmement variés. Les idéologies qui animent tant les milieux politiques qu`associatifs relèvent de conceptions du paysage qui le situent soit dans le champ de l`écologie, soit dans celui du patrimoine, soit encore dans un champ plus social. Par ailleurs, la mobilisation qui se manifeste à l`échelle européenne est-elle un signe de la spécificité d`une pensée européenne du paysage ? Existe-t-il des modèles européens du paysage et quel rôle jouent-ils dans la construction de l`identité européenne ? Ne sont-ils pas souvent sous-jacents aux modèles de développement ou d`aménagement exportés vers les pays du sud ? Cette diversité des motivations et des conceptions qui sous-tendent l`action sont à l`image des conceptions du paysage dans le domaine de la recherche, bien que celle-ci ne soit pas au même stade de développement. Une fois de plus l`action a précédé la réflexion. La recherche a progressé de manière très diverse selon les pays et selon des méthodes qui peuvent peut-être se retrouver dans le domaine de l`action. La connaissance de cette diversité des approches scientifiques du paysage est le principal motif du projet de colloque que le ministère français de l`Écologie et du Développement Durable se propose d`organiser, à l`échelle européenne.

From knowledge of landscapes to landscaping action

The increasing interest in the issue of landscapes is currently a pan-European phenomenon, as testified by the drafting of the European Landscapes Convention by the Council of Europe. Since the adoption of the text, it was signed in October 2000 in Florence by over 25 countries, prior to ratification by the relevant Parliaments of the Member States. This interest is, however, seen more in political action than in research. It is materialised in numerous protective actions or is occasionally an underlying factor in steps aimed at improving the environment of local populations. It also lies behind political slogans in favour of national or regional identities, especially in a period where ethnic tensions have been exacerbated by processes of political reconstitution at various levels. The political standpoints in favour of action focused on landscapes are very often motivated by the dynamics of agriculture, which sometimes disrupt landscapes as a result of underestimation of its value or by the modernisation of its structure, and by the dynamics of the variegated forms of habitat. There is no counting the associations militating for landscapes, each with its own agenda. It would, moreover, be interesting to draw up a list of all these organisations and to analyse their links with the political world, the ideologies by which they are driven and the objectives they have set themselves. These non-governmental organisations have often attended the relevant international meetings and in particular were present during the drafting of the European Landscape Convention, evidencing a wide range of different motives and equally extremely varied means of communication or action. The ideologies driving both politicians and associations fall within concepts of the landscape, which position it within the scope of either ecology or of the national heritage, or again within a more societal framework. On other respects, is this concern that emerges at a European scale a sign of a specific European thought of landscape? Do European models of landscape exist and which role are they playing in a European identity? Are they underlying in our models of development that are exported towards southern countries? This diversity of motives and concepts underlying action reflects the concepts of the landscape in the field of research, although it has not reached the same stage of development. Once again, action has come before thinking. Progress in research has varied considerably from one country to another, depending on the methods that may perhaps be found in the field of action. Gaining further knowledge of this diversity in scientific approaches to the landscape constitutes the main thrust of the colloquium that the French Minister for Ecology and Sustainable Development is seeking to organise on a European scale.
